Check SMARTDBUSER
If uppsercase doesn't work, try lowercase.

Not sure what you are asking here? The service itself runs under NT AUTHORITY\NetworkService account so there is no need to touch that. The database itself would be managed by the sa account and you would have set that (not SmarTeam install). The only thing left is the SmarTeam admin user "joe" which has no password. Am I missing something?

Guys,
I saw Service Packs require attaching with the SMARTEAM user (Password was then SMARTEAM, I think it then became SMARTDBUSER). The main install was using the SA account. It was very confusing since it wasn't documented. The joe account for smDemo and the admin account for SmarTeam Express are only valid after you have attached to the SQL database using the sa or SMARTEAM SQL password. This is done with the Database Connection Manager and has resulted in many lonely hours when things did not want to connect.

Hale, seems you suffered like me with the passwd issues!!! I still remember my suffering after (I think was) R17SP1 or SP2, when they changed the passwd for smarteam SQL user and hadn't documented it ... On the other side, I agree with you about Data Connection Manager, and connection problems!!! After struggling many, many times with it (at least with SQL), I solved after I could get SQL Server (mainly admin tools) to solve most of the attaching / detaching issues.
