MBD assembly based layouts - can anyone shed some light on how this "works"?

2017x

I've just been tasked with creating a large assembly layout, based on our MBD.  Either I'm not quite understanding something, or else this functionality doesn't quite work right. (I'm open to either possibility)

When I create the MBD views, I create captures for all view, that show only what I want.  In a part based MBD layout, this is sufficient to display what I want.  However, with an assembly, things go very strange.  The main views display fine, but the section view wreak havoc.  I have tried every variant of filters: mask filters, display filters, default filters, no filters...  I create all of my layout views from the captures.  For some reason, nothing seems to quite give me 100% of what I want, short of visiting EVERY single view, and manually selecting every annotation or reference that I don't want to see.  For some reason, this doesn't seem to be the intent of the functionality.

I've also tried including in the filters, views, captures, layout views, etc.  Honestly, I cannot even tell you how exhaustive I've been with this process, as I wanted desperately to avoid having to ask questions.  But I'm open to any help that I can get on this...

(in response to Matt Hanson)

One of the biggest problems seems to be the view labels for other section views and cuts.  When they get created, these labels automatically get dumped into every view, for whose viewing plane that they intersect. I can't seem to mask them, not matter how hard I try.
