I GOT A QUESTION. I HAVE A DRAWING THAT HAS A DIMENSION CALL OUT:
4.00 (STOCK). THE TOLERANCE ON A TWO DIGIT DECIMAL IS +/- .030 THE
MATERIAL SPEC SAYS +/- .125 FOR THE STOCK SIZE. MY INSPECTOR IS
TELLING ME IF I GET THE MATERIAL IN .125 UNDERSIZED, I CAN STILL
USE IT. THEN WHAT HAPPENS TO THE +/- .030 TOLERANCE?

Seems to me that your material will be already out of tolerance size, as the +/- 0.30 is tighter tolerance. You won't respect that dimension then.
