Downward compatibility question regarding converting surfaces, not solids

I have a r22 .catpart with a solid and some geometrical sets with surfaces and curves.  I am attempting to get the r22 data into an r19 version of the file.  I actually only need 1 surface skin so I don't need a history tree at all.  Does the "Downward Compatiblity" utility not convert surfaces but only solids?  This is what it appears to do when I attempt to convert even a single surface.
