How to restrict user from creating new group and redirect to the group of existing organization ?

I am responsible for taking care of the official Academic group Linköping University (GID: 22437). On some occasions, we have provided the link for registration. Sometimes users create the group again. How to redirect the new members from creating the existing group to the main group and not create a new group? Any thoughts.
